UPDATED: Apparently Unarmed Man Shot, Killed by County Police

An apparently unarmed African-American man was shot and killed by a Montgomery County police officer yesterday afternoon, according to the department.

About 2:15 p.m., an officer from the 3rd District encountered the man in the area of 9233 Three Oaks Dr., near Sligo Creek Parkway, Chief Thomas Manger told members of the press.

“The officer attempted to speak with the man,” he said, “and the man become combative and a physical altercation occurred.”

There was “no indication” the man was armed, Manger said.

The individual was shot several times, received first aid and was transported to a nearby hospital, where he was pronounced dead.

An investigation is underway and includes interviews with witnesses to the shooting who were not involved. In addition, the officer’s body-worn video camera was activated and the video will be reviewed, Manger said.

Following the investigation by Major Crimes detectives, the findings will be submitted to the Howard County State’s Attorneys office for a decision on further action, per normal protocol for an officer-involved shooting.

The victim has not been identified pending notification of next of kin.

The officer involved is Anand Badgujar, who has two years of experience with the department and currently is assigned to the Patrol Division. He has been placed on paid administrative leave.
