Police Release Photos of Potential Witnesses in Unsolved Downtown Silver Spring Murder Case

Montgomery County Police are asking for the public’s help identifying two men who may have information about a homicide that occurred in the Wayne Avenue Garage in downtown Silver Spring in 2022.

As of now, the case remains unsolved.

Police have released photos of two men: one in a wheelchair and the other pushing it. The first is a Black male, aged 50 to 70, with gray facial hair, wearing a multi-colored hat, hooded sweatshirt, dark jacket, pants, and black-and-red sneakers. The second, also Black and aged 50 to 70, has an amputated leg and wore a dark coat over a white plaid shirt and jeans, with one black shoe.

MCPD did not offer further information regarding the men or clarify why they were deemed potential witnesses in the press release issued on Tuesday.

Just days before Christmas in 2022, 62-year-old Charles “Joe” Reynolds picked up his eldest daughter from the airport. The family celebrated his niece’s birthday over dinner and planned to get ice cream at Ben & Jerry’s in Ellsworth Place. After dinner, Reynolds went outside to pack the leftovers into his car.

Reynolds did not return to his family and was later found suffering from a gunshot wound in a stairwell at the Wayne Avenue Garage.

“His death is a loss,” widow Karis Hastings said at a press conference in 2023. “We’d really like to see someone come forward and resolve this. Obviously, nothing is going to bring him back but we’re hoping that getting the person who did it or the persons, it would make the community feel a little safer again.”

“I want to ensure the family of Mr. Reynolds that we will continue to investigate his murder until suspects have been identified, and apprehended and prosecuted by our state attorney’s office,” former police chief Marcus Jones said. “We will investigate this till we find out who did this.”

Police continue to investigate the case and encourage anyone with information to contact the Cold Case Unit at (240) 773-5070 or contact Crime Solvers at crimesolversmcmd.org or (866) 411-8477. A reward of up to $10,000 is available for information that leads to an arrest.
