Man Found Guilty in 2023 Downtown Silver Spring Shooting That Left One Dead, Two Injured

32-year-old Ramone Christopher Ramsay has been convicted of first-degree murder and related charges for a 2023 shooting in downtown Silver Spring that resulted in the death of 21-year-old Kymani Bailey from Baltimore and injured two others.

Last week’s conviction includes one count of first-degree murder, two counts of attempted first-degree murder, three counts of using a handgun in a felony, and illegal possession of a firearm, stemming from an incident on July 8, 2023, at about 2:40 a.m., according to the Montgomery County State’s Attorney’s Office.

Ramsay had been removed from a nightclub by security due to his behavior inside, and shortly after, he opened fire on a group of people walking into the Thayer-Silver Spring Garage. The victims were 21-year-old Kymani Bailey and two women, none of whom were known to Ramsay.

Ramsay was serving a nine-year sentence for drug and firearm possession, imposed in 2015, but was released on compassionate grounds in 2020 due to the COVID-19 pandemic. After the shooting incident, Montgomery County Police obtained an arrest warrant for him on July 9, 2023, charging him with first-degree murder and related offenses. He was arrested later that week without incident.

Ramsay faces faces the potential of life in prison without parole at his sentencing hearing on April 28.
